This course has been approved by the Florida Board of Pharmacy for the CE requirement on validation of prescriptions for controlled substances.

Course Overview:

This program complies with and has been approved by State of Florida Board of Pharmacy as meeting Standards of Practice for the Filling of Controlled Substance Prescriptions (Florida 64B16-27.831) Mandatory Continuing Education requirements for Florida pharmacists. The goal of this program is to study the problems faced by pharmacists and pharmacy technicians today when they dispense controlled substances. Pharmacists face many potential hazards and have many responsibilities, sometimes competing duties are associated with dispensing controlled substances. Pharmacy professional have a duty to safeguard the nation’s closed system of controlled substance distribution and to treat patients who need effective medications that provide pain relief.

Learning Objectives:
At the conclusion of this continuing education lesson, the pharmacist will be able to:

  • Study the legal and professional roles of the pharmacist in dispensing controlled substances.
  • Discuss the warning signs pharmacists need to recognize when presented with a controlled substance prescription or order.
  • Analyze the legitimate medical needs of patients receiving controlled substances.
  • Identify red flags suggested by federal and state law enforcement agencies and their use.
  • Discuss standards of practice for filling CS prescriptions under Florida law.
  • Explain the importance of pharmacists’ documentation when a suspected non-legitimate prescription for a controlled substance is received.
  • The pharmacists corresponding responsibility in regard to prescriptions for controlled substances.
  • Compare Florida and federal controlled substance laws from the pharmacist dispensing perspective.

Kenneth R. Baker, R.Ph., J.D.


Ken is a pharmacist and a lawyer who consults in areas in which he has worked for over thirty years. He has written insurance policies and has designed quality assurance plans to reduce medication errors. Ken has taught pharmacy law and business law and has written and lectured nationally in the areas of risk management, pharmacy law and ethics.
